Program 144, which has as main objective the instilling of civic, moral and ethical values among the population, the promotion of civic education and volunteering nationwide.
To this end and in compliance with the missions of the Ministry of Youth Affairs and Civic Education, its purpose is to:

• Set up a number of activities to address the issues of poor moral, civic and ethical values among the population;
• Implement the National Civic Education Programme for Moral, Civic and Entrepreneurial Rearmament in the formal (school and university) and non-formal (out-of-school, religious and professional) settings;
• Promote access to education for development of a larger number of people in order to improve the participation of urban and rural populations in the development of the nation;
• Promote the participation  of the population in community work and encourage their commitment in volunteering activities, in the wake of the promulgation by the Head of State of Law No. 2021/15 of July 9, 2021, to lay down the organisation and promotion of volunteering in Cameroon;
• Encourage the commitment of the population, especially the youth, in civic service and moral rearmament missions;
• Improve the quality and effectiveness of the educational practice for trainers and supervisors of mass and civic education.
